DRDA staff withdraw pen down strike
ITANAGAR, Sept 3: In response to the ongoing pen down strike of DRDA employees which began on August 31 last, a meeting was initiated by Director Rural Development Bokar Basar with the executive members of state DRDA Employees Association in his office chamber here today. The indefinite pen down strike has been called off, informed a statement from the Director RD.
In the meeting, the Director expressing concern over the various problems of the DRDA employees explained the steps taken up by the state government to solve their problems.
The state government is under process for absorption of DRDA employees which is in AR department for observation and vetting, he divulged.
The directorate has kept provisions in AOP for admin, expenses (pay allowances) of DRDA employees, which is yet to be finalised, in the state development council meeting to be held in the month of September. The state government has approved for an amount of Rs 11.98 lakhs for DRDA admin expenses to clear the pending salary for the last five months which is likely to be released after finance concurrence, the director informed.

Ziro gets Centre funding
ITANAGAR, Sept 3: In a major boost to the infrastructure development of Arunachal, the government of India has sanctioned Rs. 37.40 crores for the improvement of road network and construction of parking places at Ziro. Ministry of Urban Development will fund ninety percent of the project while government of Arunachal will contribute the remaining ten percent.
The sanctioning of said project is likely to improve the condition of Ziro town. In recent years Ziro valley has emerged as a major tourist destination of the state. This massive infrastructure project if properly implemented has potential to change the face of the town.
Power supply disrupted in Banderdewa
ITANAGAR, Sept 3: Supply of electricity to Banderdewa circle and adjoining areas including Karsingsa, Police Training Centre was disrupted due to burning of the 11 KV indoor vacuum circuit breaker panel board of Banderdewa substation.
The Busbar panel and four vacuum circuit breakers were completely damaged in the incident on August 31, informed EE, Nirjuli Electrical Division.
Insulation failure is reported to be the cause of the burning, the EE said.
Power supply was restored temporarily by erecting two poles with GO/DO arrangement by aerial fuse control system.
The restoration of the substation is subject to availability of funds for such emergency works, said the EE.
The consumers are requested to bear with the department for the inconvenience caused to them.

ITANAGAR, Sept 3: Social worker Binny Yanga (Maya) Padmashree, has passed away in a Guwahati Hospital on Thursday after a long battle with ill health. A multifaceted personality, she was a crusader against social ills and dedicated her life for the cause of women and children in the state. Her last rites will be performed on Sept 5, near her residence at Naharlagun, according to a family source.
Born on 7th July 1958, Yanga who was popularly known as Maya started social work while still a school student. She formed the All Subansiri Districts Girls Welfare Association raising voice against child and forced marriage and bride price. In 1979, she initiated adult education and nursery centers and shelter for girls and women who were survivors of forced and child marriages.
Since then there was no looking back for the women who transformed lives of hundreds of women and children in need.
With formation of Oju Welfare Mission, an organisation unanimous with education as well creating opportunities for women and children in the state, she also founded the Himgiri Multipurpose Cooperative Society to cater to the need of the rural artisans and help market their products. Educated in Banasthali Vidyapeeth, Rajasthan, she served the state government as an Assistant Teacher. She was also a member of the first batch of women Police created in 1978.
She was member of various central government agencies and institutions including National Literary Mission, Steering Committee on Voluntary Sector, Planning Commission, National Khadi and Village Industries, TRIFED, Ministry of Tribal Affairs. She was also a member of Arunachal Pradesh State Commission for Women.
Winner of numerous awards in recognition of her exemplary social work, she was conferred with Padmashree Award which is one of the highest civilian awards of the country in 2012 and Dr. Durgabai Deshmukh Award by the Central Social Welfare Board, New Delhi for her contribution in the field of empowerment of women in the State in 2000.
Arunachal mourn Yanga’s passing
ITANAGAR, Sept 3: The Governor and Chief Minister of Arunachal have mourned the death of social worker Binny Yanga early this morning.
In separate messages, they have recalled her immense contribution to the state.
In a condolence letter to her eldest daughter Dr. Moushimi Lokam, Nabam Tuki wrote, “with profound grief, I write to share the pain of losing one of the ablest daughters of the state and the country. I know this would be the most trying times for you and family members to cope with the irreparable loss.
In her demise, we have lost a noted social worker, an eminent entrepreneur, an educationist and a very good human being. The vacuum created by her will be really hard to fill, the Chief Minister said.
The Governor of Arunachal Pradesh JP Rajkhowa in a message said that in her death, the state of Arunachal Pradesh has lost a valuable member of ‘Team Arunachal’ and the Nation has lost an illustrious social worker. She was also one of the prominent members of ‘Muskan Welfare Society of Raj Bhawan’.
Recalling her contribution towards the society, the Governor said Late Yanga was a strong woman, always very dedicated and determined to work for the needy and the downtrodden. A distinguished social activist, she was a great social worker of the State who worked for the weaker section of the society and relentlessly campaigned against child marriage, forced marriage, dowry and other social evils and made immense contribution towards the State and India in various capacities.
Recalling her special interest towards traditional art and craft, the Governor said that Late Yanga was also involved in the promotion of traditional crafts of India and Arunachal Pradesh.
Chairperson of Muskan Welfare Society, Rita Rajkhowa and the First Lady of the state in a condolence message said, Late Binny took up the arduous tasks to uplift the distressed girls, orphans and other needy people. Terming her a genius, innovative, selfless and highly courageous lady, she said her name will be written in golden words in history.
Union Minister of State for Home Kiren Rijiju in a message said that she will be remembered for her tenacity, courage, vision and her contribution to the society. In a condolence message, Kiren said that Late Yanga worked wonderfully well for the welfare of the weaker sections of the society.
Arunachal Pradesh State Commission for Women said her contribution towards the society is unfathomable and her passing has created a great void in the society. As a social activist and member of the Commission, she had immensely contributed for the uplift and empowerment of women and children in the society said a release. Govt directs PWD to act after deliberate destruction of road

ITANAGAR, Sept 3: After the report of deliberate destruction of roads in Capital Complex, state government has issued directive to the PWD (Highway) to verify the role of all the contractors who were engaged in repairing of the Capital roads in the last three years.
While talking to this daily, Chief Secretary Ramesh Negi informed that police investigation has been launched in this regard and guilty will be punished. He also added that SP Capital is personally monitoring the case.
Recently the Chief Secretary held a meeting with the officials of PWD (Highway) and expressed grave concern over such incidents.
“Damaging of public property especially that of national highway which is an asset of the country is a very serious offence. Tough punishment will be meted out to the culprits involved in such heinous act,” said the Chief Secretary.
According to the sources, in many stretches where roads have been damaged, the contractors without any work order carried out the repairing work themselves.
Meanwhile, Chief Engineer Highway, Bora Ete informed that Naharlagun police is investigating the whole matter.
“Bad condition of national highway connecting the state capital is a matter of deep concern for all of us. Every one of us will have to contribute our bit to improve the situation. First of all we have to carry out proper tendering process for any kind of repairing work. The work has to be properly monitored, so that quality work is done,” said Ete.
Much to the relief of capital dwellers, he informed that the department has received funds for repairing of the important stretch of the capital road. “Tender will be floated on 21st September, 2015. Hopefully by mid October we will start the work,” added Ete.
“Interestingly, road gets damaged only during the night time. By early morning, contractors dump materials and start the repairing work. Later, they inform the department that they have started repairing works and put immense pressure on officials to issue work order to them. This has become a common practice in the Capital complex. For short term gain, these obnoxious contractors are putting the future of the state capital at stake,” shared a government official.
In the greater interest of the state, politicians should stop interfering in the implementation of infrastructure projects in the Capital. It is widely believed that one of the main reasons for pathetic condition of the roads in the Capital is distribution of repairing work to various petty contractors. Most of these contractors are recommended by Itanagar based politicians.

Bank remains a distant dream at Chayangtajo
Itanagar, Sept 3: Establishment of a bank branch at Chayangtajo, an ADC headquarters in East Kameng district, still remains a distant dream for the 15000 odd people, who have to travel at least 80 kms for banking.
More than two decades have passed since a bank branch was set up at Seijosa on June 26, 1986, but Chayangtajo was deprived.
Our people are suffering a lot due to absence of bank. They have to travel 80 kms to Seppa, the district administration even for small transaction.

ITANAGAR, Sept 3: A two day’s training programme for the panel lawyers of the Legal Services Authorities started at the Administrative Training Institute, Naharlagun today.
Addressing the inaugural function, Judge of Gauhati High Court, Justice Rumi Kumari Phukan highlighted the concept of legal aid justice in India and the provisions of the Indian Constitution. She also called upon the lawyers to take active part in the training.
Among others, R H Nabam Addl Advocate General of Arunachal Pradesh attended the inaugural function.
Resource persons Budi Habung, District and Sessions Judge, Yupia, Ajin Apang, Senior Advocate, Hirendra Kashyap, Chief Judicial Magsitrate, Yupia, Dani Belo, Deputy Secretary Law, Habung Tangu, Judicial Magistrate, Yingkiong, Jarjum Ete, Social Activist, Sunil Mow, Advocate are imparting training on various subjects such as Legal Services Authorities Act, Civil Procedure Code, development of lawyers skills, women empowerment, concepts of Alternative Dispute Resolution System, Victim Compensation Scheme and Juvenile Justice Act during the programme.
A record number of 55 advocates from various districts and from both the High Court and the Papum Pare Bar Association are attending the training being organised by the Arunachal Pradesh State Legal Services Authority.

Sensitisation prog on Dengue control measures at Aalo
AALO, Sept 3: The best and most effective way to prevent Dengue is removal of breeding sites and grounds of mosquitoes, said District Medical Officer Dr. M Basar at a meeting on Dengue control measures here today.
Informing that six Dengue cases were detected in the district so far, Dr. Basar appealed all to disseminate the message that elimination of mosquito breeding habitats was the best way to control Dengue. He urged all to actively participate in this process by conducting cleanliness drive in their respective colonies, sectors, localities.

Village approach road restored
ITANAGAR, Sept 3: The Tigdo Village approach road was cleared during a social service conducted jointly by the public of Doimukh along with the GBs, Doimukh ASM chairperson Yab Lotas Rono and other PRI leaders.
TK Consortium Pvt. Ltd. provided necessary men and machineries to clear the road.
The road considered as lifeline for the people of Tigdo village was damaged due to soil erosion caused by heavy rainfall.
It was all temporary measure. Since there is no permanent flood control measure, the erosion could erupt again causing damage to the road, said ATYYWA in a release.
In order to restore the road permanently, there is need for sanction of sufficient amount from the department concerned, the release said.
86 undergo training on beauty culture at Tuting
YINGKIONG, Sept 3: A total of 86 youths in two batches were given basic training on beauty culture by vocational training provider GPTI at Tuting recently.
The programme was sponsored by the Department of Skill Development and Employment Generation, Govt. of Arunachal Pradesh under BADP.
Upper Siang Deputy Commissioner Remo Kamki, who attended the valedictory function on August 31, distributed certificates and training kits to all the trainees and advised them to make good use of the skills and knowledge they have learnt in the training for self employment and earning livelihood.
While pointing out that such basic trade skill on beauty culture and hair cutting can also be very helpful to meet their own needs, he urged the trainees to pass on the basic skill to their friends and fellow members.
Kamki appreciated the GPTI for successful completion of the training and asked the trainees to use the basic training kits distributed to them free of cost by GPTI for starting their own business on beauty culture and hair cutting trade.
He urged GBs and PRI leaders to ensure that development schemes are properly implemented in the region as per DPR. He requested them to open bank accounts to avail benefits under various schemes including Old Age Pension as the Govt. has made account payee compulsory.
The DC also underlined the urgent need for quality education to children, checking drugs menace and having village disaster preparedness plan.

Govt. notified quarry inaugurated in Likabali
ITANAGAR, Sept 3: A govt. notified private quarry, namely M/s Nyodu Taipodia & Sons Private Quarry was inaugurated in a simple function wherein Likabali SDO Tayom Bage, CO Topek Kakki, SDPO WD Thungon, AMDO Balem Tayeng, RFO Kenjum Membom and Likabali ZPM Mito Taipodia were present.
This is claimed to be the first govt. notified private quarry in Likabali since 1974.
The quarry was recommended in favour of M/s Nyodu Taipodia & Sons Private Quarry by Likabali SDO and AMDO before the Deputy Commissioner issued the final notification.

Rs 192 cr released to prepare Smart City plan
New Delhi, Sept 3: Union Urban Development Ministry today sanctioned a sum of Rs 192 cr under Smart City Mission for 96 cities included in the ambitious project.
Each of the cities has been given Rs 2 cr for preparing Smart City plan.
"Rs 2 cr provided for each city is meant for preparation of city level Smart City Plans with the assistance of technical and hand holding agencies," said a senior UD Ministry official.
The city level plans are to be submitted to the Urban Development Ministry in the next three months for evaluation for selecting the top 20 rankers for extending financial support during the current financial year.
Government has announced the names of 98 cities including Union Territories of Delhi and Chandigarh to be developed as Smart Cities.
Funds for Delhi and Chandigarh will be sanctioned soon by the Home Ministry, he said.
One city each from Jammu & Kashmir and Uttar Pradesh are still to be identified for inclusion in the Smart City Mission.
Sanction Orders were issued to 38 smart city representatives from 11 states who attended the Regional Workshop here.
Government has earmarked Rs 48,000 Cr for the Smart City project and an equal amount is expected to be contributed by the respective state governments and urban local bodies to develop 100 Smart Cities across the country. PTI

Teachers should be held accountable
The poor performance of the government runs schools of Arunachal continues to be matter of deep concern. Over the years despite pumping in of the huge amount of money, the condition of the government schools of Arunachal has not improved much. Poor infrastructure along with constant absent of teachers is badly affecting the functioning of the govt. schools. Parliamentary Secretary for Education Bamang Felix recently raised an important issue in this regard.
During an interaction with government school teachers at Aalo, Felix stated that even though govt teachers are paid handsomely, the performance of students are quite poor. On the other hand private school teachers are paid meager salary but their students give much better performance. The observation made by Felix needs serious consideration. Teachers are considered next to the parents and if they fail to properly perform their duty, it not only put the life of students at stake but also that of the society. Education department should take urgent step in this regard. First and foremost, the selection process of teacher should be done without any political interference. Secondly teachers should be regularly made to attend the refresher courses. This will help to keep them updated with the latest teaching method. Government should strictly monitor the performance of the teachers. No civil society body, politician or individual should come for the defense of those teachers who are found guilty for the breach of conduct. They should be held accountable for the performance of their students. Unless such steps are taken, the performance of government schools will never improve.

The Secretary (Power) is requested to deliver justice by modifying the above memorandum wherein it is stated to accept those cases acquired before August 2014 and to cancel all such cases as per the guidelines of the AICTE.

Several western nations have this practice like those from the EU, as also in the US, Canada, Australia etc. This could not only better connect the Indian Diaspora settled abroad to their original homeland but also bring in more foreign exchange and investment for the nation too. It has the future potential of increasing tourist flow to India along with increased opportunities of tourism, medical treatment, education, cultural enrichment, foreign investments and employment. Highly skilled technological personnel and professors could be easily employed from overseas into Indian private and public sectors bringing fresh oxygen and intellect for the better future of the nation. The cross pollination of intellects and reverse bran drain to the country will help India to secure important global position in the near future. Furthermore, with huge natural resources, current peace initiatives, overall political stability and the new surge of infrastructural development in the economically neglected North East, the Indian Diaspora could be an important source of foreign investment in the region. Hopefully new economic initiatives and foreign investment from the Indian Diaspora across India including North East could bridge NRIs to the land much better both economically and socially.
