Mra conferred True Legend Award

ITANAGAR, Sept 3: State’s first Everester Tapi Mra has been conferred with the prestigious True Legend Award, 2015 by The Telegraph.

The award is in recognition of his immense contribution to the betterment of the society through perseverance and dedication.

The award will be presented to him during a function in Guwahati on September 18.

Meanwhile, Director of Youth Affairs DK Dinglow and all other officers and staff of the Directorate of Youth Affairs congratulated Adventure Promotion Officer Mra on his selection for the prestigious award.

 

APSCW demands exemplary punishment for rapists

ITANAGAR, Sept 3: The Arunachal Pradesh State Commission for Women (APSCW) has strongly condemned the rape and murder of a girl near Buma Camp, Lekhapani under Margherita Police station of Tinsukia District Assam and demanded exemplary punishment for those involved in the heinous crime under appropriate sections of the law.

While commending the Assam Police for acting swiftly to apprehend few persons in connection with the case, the Tikhak community of Jairampur sub-division demanded the government of Assam to ensure speedy trial of the alleged accused and capital punishment for the rapist(s).

The community members today assembled at Jairampur and paid their homage to the deceased.

The victim was a B.Com first semester student of Margherita College.

 

DRDA staff withdraw pen down strike

ITANAGAR, Sept 3: In response to the ongoing pen down strike of DRDA employees which began on August 31 last, a meeting was initiated by Director Rural Development Bokar Basar with the executive members of state DRDA Employees Association in his office chamber here today. The indefinite pen down strike has been called off, informed a statement from the Director RD.

In the meeting, the Director expressing concern over the various problems of the DRDA employees explained the steps taken up by the state government to solve their problems.

The state government is under process for absorption of DRDA employees which is in AR department for observation and vetting, he divulged.

The directorate has kept provisions in AOP for admin, expenses (pay allowances) of DRDA employees, which is yet to be finalised, in the state development council meeting to be held in the month of September. The state government has approved for an amount of Rs 11.98 lakhs for DRDA admin expenses to clear the pending salary for the last five months which is likely to be released after finance concurrence, the director informed.

Earlier, the director requested the executive members of the DRDA employees association to withdraw their pen down strike so that the department can appraise the problem to the government in the ensuing state development council meeting for approval of fund provision in the department’s AOP-2015-16.

 

Ziro gets Centre funding

ITANAGAR, Sept 3: In a major boost to the infrastructure development of Arunachal, the government of India has sanctioned Rs. 37.40 crores for the improvement of road network and construction of parking places at Ziro. Ministry of Urban Development will fund ninety percent of the project while government of Arunachal will contribute the remaining ten percent.

The sanctioning of said project is likely to improve the condition of Ziro town. In recent years Ziro valley has emerged as a major tourist destination of the state. This massive infrastructure project if properly implemented has potential to change the face of the town.

 

Power supply disrupted in Banderdewa

ITANAGAR, Sept 3: Supply of electricity to Banderdewa circle and adjoining areas including Karsingsa, Police Training Centre was disrupted due to burning of the 11 KV indoor vacuum circuit breaker panel board of Banderdewa substation.

The Busbar panel and four vacuum circuit breakers were completely damaged in the incident on August 31, informed EE, Nirjuli Electrical Division.

Insulation failure is reported to be the cause of the burning, the EE said.

Power supply was restored temporarily by erecting two poles with GO/DO arrangement by aerial fuse control system.

The restoration of the substation is subject to availability of funds for such emergency works, said the EE.

The consumers are requested to bear with the department for the inconvenience caused to them.

Dharna by AAPWU units

BOMDILA, Sept 3: The West Kameng, Tawang and East Kameng district units of All Arunachal Pradesh Workers Union (AAPWU) will stage a one-day dharna on September 7 in front of respective Deputy Commissioner office premises in protest against non-fulfillment of their various demands.

The decision was taken after expiry of a seven-day ultimatum given to the state government demanding immediate release of arrears, training fee (ATI) and MACP/ACP. DIPRO

 

 

DFPs urged to highlight JSY, JSSK schemes

ITANAGAR, Sept 3: Nodal Officer (MCH), NRHM, Dr. Tana Natung has appealed all the Field Publicity Officers of DFP to emphasise on Janani Suraksha Yojana (JSY) and Janani Shishu Suraksha Karyakram (JSSK) during field programmes and organise campaigns with help of ground level health workers like ASHA, Aanganwadi workers to disseminate more awareness about these schemes.

Addressing a day-long workshop by Directorate of Field Publicity, GoI on Mother & Child Health organized here on Wednesday, Dr. Natung further informed that the Ministry of Health and Family Welfare, GoI has identified seven districts namely; East Kameng, Upper Siang, Lower Subansiri, Upper Subansiri, Kurung Kumey, Changlang and Lohit to launch special awareness campaign on Mother and Child Health.

The workshop was attended by Field Publicity Officers of Bomdila, Ziro, Seppa, Tezu and Along.

        

ALYWA gives 30 days ultimatum

ITANAGAR, Sept 3: Unhappy with the government’s lack of empathy for Leporiang circle, the All Leporiang Youth Welfare Association (ALYWA) has given a 30 days ultimatum to the Chief Secretary for fulfilling its charter of demands.

Its demands include infrastructure development and full functioning of Leporiang circle office, immediate posting of a CO at Leporiang, posting of regular subject teachers at Leporiang Secondary School and allocation of funds for infrastructure development of the school, immediate supply of drinking water, motorable roads for Leporiang town and roads for various villages of Leporiang circle among others.

The association has warned of taking up indefinite democratic movement if the demands are not redressed within a month.

 

Legal awareness prog for girls

ITANAGAR, Sept 3: The State NSS Cell in collaboration with Rajiv Gandhi National Institute of Youth Development under the Union Ministry of Youth Affairs & Sports has conducted a legal awareness programme for girls at VKV here today.

Inaugurating the programme, Director of Don Bosco Youth Centre Fr. Cyriac advised the girls to be aware of their rights as well as moral duties. State Liaison Officer Dr. VN Sharma inspired the participants to be confident and courageous.

While resource person Anupama Singh spoke on sexual harassment on girls, another resource person, Batotsi Kri discussed on legal rights of girls. VKV School principal SC Dixit also spoke on the occasion.

Certificate of participation were distributed by Dr. VN Sharma to 100 girl participants in the programme.

 

Union seeks explanation from Gammon and PWD

ITANAGAR, Sept 3: Following the decision of halting the Seppa-ChayangTajo road by PWD which was being executed by Gammon India Pvt Ltd, All Pipu ChayangTajo Gyawepurang Sawa Students Union (APCGSSU) today demanded an explanation from PWD and Gammon India for halting the project.

In a representation to the Chief Engineer PWD Western Zone, the union stated that the road is the life line of Chayang Tajo sub-division. Halting of the project would not only impact on socio-economic scenario but also discourage the citizens to settle at border towns, lamented the union. It further demanded for immediate revocation of its order to halt the project. APCGSSU also demanded a White Paper from both PWD and Gammon India on the status of work. It also stated of rigorous agitation if the authorities failing to address the demand.

 

Society seeks fund for water supply

ITANAGAR, Sept 3: The Charto Valley Welfare Society Taliha of Upper Subansiri district today demanded the Chief Engineer PHED to allocate funds for the maintenance of 300 meters water supply system which was damaged recently. It further sought sanction for water supply facility for Taliha Township and Kodak ADC headquarters.

 

Terminated teacher cries foul

ITANAGAR, Sept 3: Claiming that he was terminated from his service on August 24 last on the basis of the ‘defective enquiry’, R K Choudhury, who was working as Assistant Teacher in R K Mission, Aalo, West Siang has sought the intervention of the Deputy Commissioner cum school managing committee chairman to re-consider the termination letter issued against him and reinstate him in his post.

Justifying his claim, Choudhury, who was supposed to retire in 2018, said, “The enquiry officer has not gone to the depth of the case and he has not enquired the matter properly.” He further said that the punishment awarded by terminating him from his service on the basis of defective enquiry is not tenable in the eyes of law. He has appealed to the DC to issue directive to Aalo RKM School principal cum secretary to reinstate him in the same capacity and with all consequential benefits.

 

Solung celebrated with fervour

YINGKIONG, Sept 3: Solung was celebrated with traditional fervour and gaiety at Tuting sub-division of Upper Siang here on Tuesday.

Greeting the people on the occasion as chief guest, Upper Siang DC, Remo Kamki underscored the importance of celebrating festivals and urged all to follow one’s culture and traditions to preserve it. Binny Maya passes away

ITANAGAR, Sept 3: Social worker Binny Yanga (Maya) Padmashree, has passed away in a Guwahati Hospital on Thursday after a long battle with ill health. A multifaceted personality, she was a crusader against social ills and dedicated her life for the cause of women and children in the state. Her last rites will be performed on Sept 5, near her residence at Naharlagun, according to a family source.

Born on 7th July 1958, Yanga who was popularly known as Maya started social work while still a school student. She formed the All Subansiri Districts Girls Welfare Association raising voice against child and forced marriage and bride price. In 1979, she initiated adult education and nursery centers and shelter for girls and women who were survivors of forced and child marriages.

Since then there was no looking back for the women who transformed lives of hundreds of women and children in need.

With formation of Oju Welfare Mission, an organisation unanimous with education as well creating opportunities for women and children in the state, she also founded the Himgiri Multipurpose Cooperative Society to cater to the need of the rural artisans and help market their products. Educated in Banasthali Vidyapeeth, Rajasthan, she served the state government as an Assistant Teacher. She was also a member of the first batch of women Police created in 1978.

She was member of various central government agencies and institutions including National Literary Mission, Steering Committee on Voluntary Sector, Planning Commission, National Khadi and Village Industries, TRIFED, Ministry of Tribal Affairs. She was also a member of Arunachal Pradesh State Commission for Women.

Winner of numerous awards in recognition of her exemplary social work, she was conferred with Padmashree Award which is one of the highest civilian awards of the country in 2012 and Dr. Durgabai Deshmukh Award by the Central Social Welfare Board, New Delhi for her contribution in the field of empowerment of women in the State in 2000.

 

 

Arunachal mourn Yanga’s passing

ITANAGAR, Sept 3: The Governor and Chief Minister of Arunachal have mourned the death of social worker Binny Yanga early this morning.

In separate messages, they have recalled her immense contribution to the state.

In a condolence letter to her eldest daughter Dr. Moushimi Lokam, Nabam Tuki wrote, “with profound grief, I write to share the pain of losing one of the ablest daughters of the state and the country. I know this would be the most trying times for you and family members to cope with the irreparable loss.

In her demise, we have lost a noted social worker, an eminent entrepreneur, an educationist and a very good human being. The vacuum created by her will be really hard to fill, the Chief Minister said.

The Governor of Arunachal Pradesh JP Rajkhowa in a message said that in her death, the state of Arunachal Pradesh has lost a valuable member of ‘Team Arunachal’ and the Nation has lost an illustrious social worker. She was also one of the prominent members of ‘Muskan Welfare Society of Raj Bhawan’.

Recalling her contribution towards the society, the Governor said Late Yanga was a strong woman, always very dedicated and determined to work for the needy and the downtrodden. A distinguished social activist, she was a great social worker of the State who worked for the weaker section of the society and relentlessly campaigned against child marriage, forced marriage, dowry and other social evils and made immense contribution towards the State and India in various capacities.

Recalling her special interest towards traditional art and craft, the Governor said that Late Yanga was also involved in the promotion of traditional crafts of India and Arunachal Pradesh.

Chairperson of Muskan Welfare Society, Rita Rajkhowa and the First Lady of the state in a condolence message said, Late Binny took up the arduous tasks to uplift the distressed girls, orphans and other needy people. Terming her a genius, innovative, selfless and highly courageous lady, she said her name will be written in golden words in history.

Union Minister of State for Home Kiren Rijiju in a message said that she will be remembered for her tenacity, courage, vision and her contribution to the society. In a condolence message, Kiren said that Late Yanga worked wonderfully well for the welfare of the weaker sections of the society.

Arunachal Pradesh State Commission for Women said her contribution towards the society is unfathomable and her passing has created a great void in the society. As a social activist and member of the Commission, she had immensely contributed for the uplift and empowerment of women and children in the society said a release. Late Binny Yanga was always supportive in providing shelter and rehabilitation to the destitute women, child marriage and domestic violence victims in her institute. She was a great asset of our State and her philanthropic works will remain in the history of Arunachal Pradesh, said a release.

Arunachal Pradesh Congress Committee (APCC) said that Lt. Binny Yanga will always be remembered as a very active and popular social activist, who rendered selfless service throughout her life for the interest of the people of Arunachal Pradesh.

The Arunachal Pradesh State Social Welfare Board in a message stated that “this unfortunate loss has taken away from our midst a true social worker who had always worked at the grassroots level. Her untimely departure has created a deep void which may be hard to fill in near future. She will always be remembered in this Board as an articulate and sincere social worker.  She was genuinely dedicated to the cause of empowerment of women in our state.

Arunachal Pradesh Women’s Welfare Society has also mourned the passing away of Late Binny Yanga. Her immense contribution for the welfare of the women and children will always be remembered. In her passing, the country has lost one of its most compassionate citizens but she will continue to live amidst us through the rich legacy she has left behind. The Society feels that state should recognise contribution by naming an institution in her memory to immortalise her contribution.

The Arunachal Chamber of Commerce & Industries (ACCI) mourned the untimely passing away of Binny Yanga, one of the pioneering entrepreneurs of the state.

Besides her invaluable contributions to socio-economic development, she revived the traditional handlooms through the Oju Craft Centre and Himgiri Multi-purpose Co-operative Society, said a release.

 East Kameng Social Welfare and Cultural Organisation also mourned the sudden demise.

Bini Yanga served humanity throughout her life and propagated helping the downtrodden and needy. A deep sense of void is felt with her sudden passing away, said a release.

Nyishi Elite Society in a message said that with the passing of Late Yanga, “We have lost an iconic figure of the Nyishi community, a state and a national figure-a philanthropist of standing order, for she had been the messiah of the poor, destitute and the downtrodden. Those destitute are sheltered, taught to live with dignity of labour by self sustenance through various skill developments training in Oju Welfare Society (OWS).

Late Yanga was a philanthropist, with orphanage, self employment training centres for the destitute women and an institute of learning-all under the roof and aegis of Oju Welfare Society (OWS) and an able women entrepreneur of the state, she has been the torch bearer of the society.

President NES Bengia Tolum said her death is a ‘great loss to the Nyishi community in particular and humanity in general, while praying for the eternal peace of the departed soul. This is a large vacuum difficult to be filled’.

The Nyishi Nyem Acham called her a Good Samaritan, a mother of the destitute women and children. We have lost a mentor and forerunner of the community, it said.

The Adi Bane Kebang (ABK) has deeply mourned the sudden and untimely demise of Binny Yanga. Describing her as a great human being whose contributions to the society cannot be forgotten, the ABK, in its message, stated that the vacuum created by her untimely demise cannot be fulfilled.

Tanw Supuñ Dukuñ (TSD) in a message said that as social reformer, she always voiced against the social evils of child marriage and dowry for which the Govt of India recognised her by honouring Padmashree Award. Her lifetime achievements in these fields cannot be measured in ordinary means.

As her contribution is of a broad-spectrum and in various field of socio developmental arena, no one can be compared or equated for which the void created by her sad demise will be hard filled up, it added.

The All Nyishi Youth Association (ANYA) in a message said, “We have in fact lost our mother, a lone example of hard work in the state. The community has lost one of the greatest souls", said Biri Kakum, President ANYA in a condolence message.

Apatani Youth Association (AYA) said that Late Yanga transcended tribes, caste, creed and gender to serve the downtrodden people. Her contribution will be ever remembered by our society, it added.

Galo Indigenous Faith & Cultural Council (GIFCC) said that she will be remembered for relentless service rendered for the wellbeing of the people of Arunachal Pradesh and the nation.

The Indigenous Faith & Cultural Society of Arunachal Pradesh has expressed deep shock and despair at the sudden demise of former women secretary of IFCSAP and the multifaceted personality.

She worked for the uplift for the downtrodden indigenous people of the state and she will always be remembered for her selfless service to the state and nation.

Ziro Hapoli MLA, Tage Taki in a condolence message said “though she has gone, the life and works of Binny Yanga will continue to inspire us and her legacy will live on. Let us take solace in the fact that Yanga has lived her life fully and meaningfully. She will continue to live in our hearts”.

Arunachal Pradesh Agriculture Marketing Board (APAMB) chairman, Ngurang Pinch also deeply mourned the death of Binny Yanga.

In a condolence message, Pinch said “Late Yanga was a great social worker who worked for the weaker sections of the society.” In her death, the state and the nation has lost a dedicated social worker who immensely contributed towards wellbeing of the society, he said.  

Member of the Spice Board of India Dr. Hatobin Mai expressing shock and grief over the demise of Binny Yanga said in her passing away the state has lost a great soul.

 

 

Govt directs PWD to act after deliberate destruction of road

ITANAGAR, Sept 3: After the report of deliberate destruction of roads in Capital Complex, state government has issued directive to the PWD (Highway) to verify the role of all the contractors who were engaged in repairing of the Capital roads in the last three years.

While talking to this daily, Chief Secretary Ramesh Negi informed that police investigation has been launched in this regard and guilty will be punished. He also added that SP Capital is personally monitoring the case.

Recently the Chief Secretary held a meeting with the officials of PWD (Highway) and expressed grave concern over such incidents.

“Damaging of public property especially that of national highway which is an asset of the country is a very serious offence. Tough punishment will be meted out to the culprits involved in such heinous act,” said the Chief Secretary.

According to the sources, in many stretches where roads have been damaged, the contractors without any work order carried out the repairing work themselves.

Meanwhile, Chief Engineer Highway, Bora Ete informed that Naharlagun police is investigating the whole matter.

“Bad condition of national highway connecting the state capital is a matter of deep concern for all of us. Every one of us will have to contribute our bit to improve the situation. First of all we have to carry out proper tendering process for any kind of repairing work. The work has to be properly monitored, so that quality work is done,” said Ete.

Much to the relief of capital dwellers, he informed that the department has received funds for repairing of the important stretch of the capital road. “Tender will be floated on 21st September, 2015. Hopefully by mid October we will start the work,” added Ete.

“Interestingly, road gets damaged only during the night time. By early morning, contractors dump materials and start the repairing work. Later, they inform the department that they have started repairing works and put immense pressure on officials to issue work order to them. This has become a common practice in the Capital complex. For short term gain, these obnoxious contractors are putting the future of the state capital at stake,” shared a government official.

In the greater interest of the state, politicians should stop interfering in the implementation of infrastructure projects in the Capital. It is widely believed that one of the main reasons for pathetic condition of the roads in the Capital is distribution of repairing work to various petty contractors. Most of these contractors are recommended by Itanagar based politicians.

 

 

Centre assures Tuki of help

New Delhi, Sept 3: Union Minister Jitendra Singh in a meeting with Arunachal Pradesh Chief Minister Nabam Tuki assured him that the central government would provide maximum central assistance in every possible way to expedite various development works in the state, an official release said.

During the meeting, Singh and Tuki discussed a wide range of issues including those related to current political situation in the state, the security scenario and the development works for which the state government has sought central assistance.

The Union Minister said Rs 30 crore and Rs 25 crore respectively was the estimated budget for construction of RCC bridge over river Pachin connecting ISBT to Naharlagun railway station and for road connectivity in the capital complex with by-pass roads.

Responding to the request of the Chief Minister to help construct a high court complex in Itanagar, Singh said, the secretariat and legislature buildings at Itanagar are already being funded by the DoNER Ministry and only after the two projects are through, the funding for high court complex could be considered, if feasible.

The Union Minister said his Ministry will try to work out the feasibility of funding the proposed Rs 150 crore multi-purpose sports stadium in Itanagar. The work on airport is also shortly going to be taken up, he added. PTI

 

 

Nodal Officer seeks status reports on

Model Village Project activities

ROING, Sept 3: Attending his first Saansad Aadarsh Gram Yojana (SAGY, model village project) review meeting after taking charge as Nodal Officer of the SAGY, Lower Dibang Valley Deputy Commissioner Ravi Dhavan directed all the concern departmental heads to present status reports of schemes under priority.

The meeting was held in the Multipurpose Hall here today in order to assess the progress of activities under SAGY. It was also attended by the villagers of the Aadarsh village Kera-aa Ati under Mayu-II GP.

Chairman Kera-aa Welfare Committee (KWC) Ashati Dele, expressing disappointment over the slow progress of work, urged the HoDs to work with the panchayat members and the committee before implementing any scheme for better execution as per the requirements of the village.

As per reports, out of 57 areas of work only few have been completed and most of the schemes are under proposal stage.

"Under the avenue plantation scheme, instead of ornamental trees, saplings of 5-10 different fruits should be provided to each household, the produce of which may assist the villagers economically", said GS KWC Hapi Mene.

Addressing the villagers, Dhavan said that he is always ready to help the villagers regarding any query about the schemes of SAGY or any other matter. "Anybody can come to me with their problems, either in written form or verbally", the DC said.

Recently 160 toilets have been allotted under PHE (under SAGY) for Kera-aa Ati and Mayu-II villages. As per reports from the PHED, work on drinking water supply will begin by the end of monsoon.

Charge Officer of SAGY DPO M.Dirchi, ASM Mayu-II Misa Linggi, GPC Mayu-II Jowta Meme and HoDs of various departments were also present in the programme.

 

 

Cong scans BJP poll promises, flays for misleading people

ITANAGAR, Sept 3: The Arunachal Pradesh Congress Committee (APCC) said that the state Bharatiya Janata Party (BJP) is wasting their time to mislead people through unfounded allegations against the Congress Party instead of fulfilling the promises made in their election manifesto.

While condemning the yesterday’s protest rally by the state BJP at Miao, APCC expressed doubt whether the party is working for the betterment of the state or promoting hatred through misinterpretation of the truth.

The BJP should think about the skyrocketing prices of all commodities, paralyzed financial status of the whole country due to scrapping of the Planning Commission, the party said in a press statement and held the presence of ‘incompetent’ leaders in the Narendra Modi led Govt. responsible for it.

If they really want to think about the future of the country, they should cultivate and embrace pro-people mindset on development and maintain law and order and control the cross-border terrorism which is at peak at the moment, the party said.

The party also reminded the BJP of its promise to bring back all black money and deposit Rs.15 lakh each into each individual’s account from it.

The Centre, instead, should guide and support the state in fighting natural calamities, like floods, landslide etc. which are excessive in this hill state, the party added.

 

 

Tarasso reeling under massive flooding

YUPIA, Sept 3: Flood due to excessive rainfall created havoc in Tarasso cutting off the area from rest of the state and causing extensive damages to the standing paddy crops, horticulture gardens, rural link roads and dwelling houses.

According to Taraso Circle Officer, Kipa Raja, heavy rain water set Tarasso, Basilo and Bormai rivers to overflow causing not only damages to agri-horti fields but also erosion, landslides in many places. The changed course of rivers due to sudden increase in water volume has caused worst ever damages to standing crops at Bormai, Upper Tarasso and Lower Tarasso.

Flood water eroded a good portion of land of the Govt. Secondary School, Taraso and washed away a portion of the market shed of the APMC in Middle Bormai, informed the CO, who alongwith Anchal Samiti Chairperson Panye Takang and ASM Upper Taraso Techi Sharda conducted an extensive three days inspection of the flood affected people and areas.

Landslide triggered by heavy rains also caused major damage to the under construction PMGSY road from Balijan to Tarasso, the CO added. DIPRO

 

Bank remains a distant dream at Chayangtajo

Itanagar, Sept 3: Establishment of a bank branch at Chayangtajo, an ADC headquarters in East Kameng district, still remains a distant dream for the 15000 odd people, who have to travel at least 80 kms for banking.

More than two decades have passed since a bank branch was set up at Seijosa on June 26, 1986, but Chayangtajo was deprived.

Our people are suffering a lot due to absence of bank. They have to travel 80 kms to Seppa, the district administration even for small transaction.

The area with four circles and 12 sub-divisions has many important establishments including an independent PWD division, Vivekanada Kendra Vidyalaya and Don Bosco school, additional deputy commissioner (ADC) Ashok Tajo said.

The state level banking committee (SLBC) during a meeting on June 21, 2011 decided to establish banks in all unbanked blocks in the state.

The RBI through its subvention scheme had proposed to open bank at Chayangtajo and sought information of availability of infrastructure and other facilities from the deputy commissioner of East Kameng, but surprisingly the proposal was withdrawn later.

Health & Family Welfare and Fisheries Parliamentary Secretary Karya Bagang, who represents Chayangtajo constituency, in several representations to SBI authorities including Union Minister of State for Home Kiren Rijiju, Rajya Sabha member Mukut Mithi and Chief Minister Nabam Tuki pleaded for early establishment of the SBI branch, but her appeals went in vain.

Even Tuki had written a letter to Sanjay Kumar Magoo, CGM SBI NE circle, Guwahati in this regard.

The people of my area overwhelmed with the proposal to open a bank, constructed a building for the bank through Anchal Samiti Fund, informed Bagang.

However, the bank authority after a few years on my constant persuasion visited the site and remarked that the building was in a dilapidated condition and not fit for running the bank branch, Karya said.

We renovated the building as per direction of the SBI authorities and even made constructed staff quarters and evicted unauthorised occupation for ensuring better parking place, she said.

Karya in her letter to SBI CGM pointed out that the popular programme Jan Dhan Yojana launched by Prime Minister Narendra Modi was a total failure in her area due to lack of a bank branch.

Such nation-wide scheme will achieve success only when people of remote areas can avail the opportunity and its benefits, she added.

Chayangtajo is a fast developing hub in all sectors with many developmental programmes and government departments are coming up.

It is not possible for the job card holders of MGNREGA of two blocks namely Pipu and Chayangtajo to come down to Seppa, the district headquarters to meet their banking needs, Karya said in her letter.

Tara Bagang, a senior citizen of the area said that with many upcoming power projects in the area, establishment of a bank branch at Chayangtajo is the pre-requisite, while former AAPSU president Kanu Bagang opined that without a bank, the people of the area, especially the labourers are facing a tough time.

For small transactions we have to travel 80 kms to Seppa spending large amount, said Anchal Chairpersom Ringmir Yangfo.

The SBI authority in a letter to Tuki had, however, assured to start the bank from the second half of the current financial year. PTI

 

 

Drug inspectors asked to check spurious drugs

ITANAGAR, Sept 3: Concerned with the rising menace of spurious and sub-standard drugs, and the safety of the people of the state, Health and Family Welfare Secretary, Dr. B.M. Mishra once again has instructed all the Drugs Enforcement Officers of the health department to conduct surprise raids and collect a minimum of 500 drug samples from the markets of Capital Complex immediately for quality testing. He gave this instruction in a meeting with the Drugs Enforcement Officers and DHS held in his office chamber regarding the menace of spurious and sub-standard drugs in the state today.

Earlier yesterday, Mishra also discussed various issues of the health department to be placed before the State Development Council (SDC). Today’s meeting also decided to start action against the pharmacies who are not complying with the mandatory guidelines like mentioning of batch number, expiry date etc. in the sale record (cash memo) issued to the customers.

T. Gyatso, Drugs Inspector (In-Charge Asstt. Drugs Controller) and drug inspectors N. Tapin, C. Ngongwa and G. Siri were present in the meeting.

 

 

Flood water causes extensive damage in Mebo subdivision

PASIGHAT, Sept 3: Following the recent heavy rainfall, overflowing water of Siku, Kadang, Ngopok, Sisar and Tarotamak rivers caused massive damage and hit normal life of the people under Mebo sub-division. According to Mebo ADC Yemling Tayeng, Mebo-Dhola road has been disrupted at several locations. Gadum village is under water since Aug 29 and the flood water also destroyed standing crops at Namsing, Mer and Gadum villages. He further informed that flood water washed away electric poles leading to complete blackout in the areas.

Meanwhile, accompanied by Mebo ADC, Namsing CO Arvind Pangging and heads of various offices, Mebo MLA Lombo Tayeng visited several villages of Mebo headquarter and its adjacent areas to take stock of the flood situation.

While interacting with the affected people, Tayeng, informed that the administration was closely monitoring the water level. Necessary steps have been taken by the government to tackle flood situation and to deal with any eventuality, the MLA informed and appealed the people not to panic.  DIPRO

 

 

Panel lawyers training on legal services begins

ITANAGAR, Sept 3: A two day’s training programme for the panel lawyers of the Legal Services Authorities started at the Administrative Training Institute, Naharlagun today.

Addressing the inaugural function, Judge of Gauhati High Court, Justice Rumi Kumari Phukan highlighted the concept of legal aid justice in India and the provisions of the Indian Constitution. She also called upon the lawyers to take active part in the training.

Among others, R H Nabam Addl Advocate General of Arunachal Pradesh attended the inaugural function.

Resource persons Budi Habung, District and Sessions Judge, Yupia, Ajin Apang, Senior Advocate, Hirendra Kashyap, Chief Judicial Magsitrate, Yupia, Dani Belo, Deputy Secretary Law, Habung Tangu, Judicial Magistrate, Yingkiong, Jarjum Ete, Social Activist, Sunil Mow, Advocate are imparting training on various subjects such  as Legal Services Authorities Act, Civil Procedure Code, development of lawyers skills, women empowerment, concepts of Alternative Dispute Resolution System, Victim Compensation Scheme and Juvenile Justice Act during the programme.

A record number of 55 advocates from various districts and from both the High Court and the Papum Pare Bar Association are attending the training being organised by the Arunachal Pradesh State Legal Services Authority.

 

 

Workshop on National Nutrition Week conducted

ITANAGAR, Sept 3: As part of the National Nutrition Week-2015 celebrations, an awareness workshop was conducted by the Department of Women & Child Development, GoAP at Golden Jubilee Banquet Hall here today.

Addressing the inaugural function, Director of Women & Child Development Department RT Riba briefed about National Nutrition Week which is celebrated every year since 1982 with a motive to curb malnutrition by creating awareness among the people.

Speaking in the function, Commissioner (WCD) Hage Khoda Sala said that this year’s theme of the National Nutrition Week is ‘Better Nutrition: Key to Development’ which aims to make people aware through orientation training about health and nutrition. ‘This is the time to recognise the challenges and focus with greater attention on understanding nutrition to live a healthy life and defeat malnutrition’, he said adding that the department is undertaking comprehensive day-wise week-long activities at district and project level to sensitise on importance of nutrition for better health, low cost nutrition diet for different age groups, etc.

During the workshop, Microbiologist, Head of IRL, Department of Health Services Dr. Mika Umpo, discussed about the importance of nutrition and explained about the consequences of under nutrition like; goiter, scurvy, pellagra, bery-bery, rickets, kwashiorkor, marasmus, anorexia nervosa and those of over nutrition; obesity, belima, nervosa, negative effects of obesity on health and life. Gynaecologist of Arunachal State Hospital Dr. Goter Doke also underscored the importance of nutrition for children as rapid growth happens between infancy and adolescence. He also said that nutrition is vital during pregnancy and lactation.

The programme was attended by WCD Department Deputy Director (ICDS) N Ringu besides, the officers, officials and frontline workers of ICDS like, Anganwadi workers and helpers.

 

 

Sensitisation prog on Dengue control measures at Aalo

AALO, Sept 3: The best and most effective way to prevent Dengue is removal of breeding sites and grounds of mosquitoes, said District Medical Officer Dr. M Basar at a meeting on Dengue control measures here today.

Informing that six Dengue cases were detected in the district so far, Dr. Basar appealed all to disseminate the message that elimination of mosquito breeding habitats was the best way to control Dengue. He urged all to actively participate in this process by conducting cleanliness drive in their respective colonies, sectors, localities.

The medical teams are engaged in different colonies and all sub-health centres and all the PHCs and CHCs have been alerted to take all precautionary measures, the DMO said.

EAC cum Town Magistrate, Liyi Bagra, who chaired the meeting, also emphasised on source reduction and stressed on awareness campaign in all sectors and colonies to prevent the spread of the disease.

District Vector Borne Disease Control Officer, Dr. Gekey Ete and Sipu Colony Welfare Committee chairperson, Kirli Loyi also stressed on the need for launching awareness campaign in different corners of the district.

Besides general public the meeting was attended by officers and officials from various departments, including GREF, ITBP schools, panchayat leaders and representatives from various NGOs. DIPRO

 

 

Village approach road restored

ITANAGAR, Sept 3:  The Tigdo Village approach road was cleared during a social service conducted jointly by the public of Doimukh along with the GBs, Doimukh ASM chairperson Yab Lotas Rono and other PRI leaders.

TK Consortium Pvt. Ltd. provided necessary men and machineries to clear the road.

The road considered as lifeline for the people of Tigdo village was damaged due to soil erosion caused by heavy rainfall.

It was all temporary measure. Since there is no permanent flood control measure, the erosion could erupt again causing damage to the road, said ATYYWA in a release.

In order to restore the road permanently, there is need for sanction of sufficient amount from the department concerned, the release said.

 

 

86 undergo training on beauty culture at Tuting

YINGKIONG, Sept 3: A total of 86 youths in two batches were given basic training on beauty culture by vocational training provider GPTI at Tuting recently.

The programme was sponsored by the Department of Skill Development and Employment Generation, Govt. of Arunachal Pradesh under BADP.

Upper Siang Deputy Commissioner Remo Kamki, who attended the valedictory function on August 31, distributed certificates and training kits to all the trainees and advised them to make good use of the skills and knowledge they have learnt in the training for self employment and earning livelihood.

While pointing out that such basic trade skill on beauty culture and hair cutting can also be very helpful to meet their own needs, he urged the trainees to pass on the basic skill to their friends and fellow members.

Kamki appreciated the GPTI for successful completion of the training and asked the trainees to use the basic training kits distributed to them free of cost by GPTI for starting their own business on beauty culture and hair cutting trade.

He urged GBs and PRI leaders to ensure that development schemes are properly implemented in the region as per DPR. He requested them to open bank accounts to avail benefits under various schemes including Old Age Pension as the Govt. has made account payee compulsory.

The DC also underlined the urgent need for quality education to children, checking drugs menace and having village disaster preparedness plan.

He authorised the Tuting ADC to initiate disciplinary action against those group C staff of Tuting Sub-Division if anyone them is found absent from office without authorisation for more than a month.

The DC also visited Gelling, Bona, Kopu, Migging, Janbo and Bomdo village and inspected various works under BADP, SSA and Swachh Bharat Abhiyan.

Addressing the function, Topu Ete Basar, Chairperson-cum-CEO of GPTI explained various scopes and utility of beauty culture. She advised the trainees to be hard working, sincere and disciplined in their works to achieve success in life.

Tuting ADC Kabit Apang urged the trainees to attend in such training to hone their skill to become a professional and expert on the trade. He requested the GPTI to organise training programme on other popular trades too so that local youths of the remote border block gets opportunity for skill development.

Kopir Osik, ZPM, 2-Tuting and Yari Tali, Chairperson, 2-Tuting Anchal Samiti also spoke in the function. Both of them expressed their satisfaction over the training and requested the GPTI to organise skill development and capacity building training on such other basic trades at Tuting in future.

 

 

Skill dev training for unemployed youths of Tawang and West Kameng commences

BOMDILA, Sept 3: A programme aimed at providing sustainable livelihood to unemployed youths in the district of West Kameng commenced at Bomdila here today. The project is being implemented by the Directorate of Skill Development and Employment Generation in collaboration with an NGO - YUVA Arunachal.

The DDI West Kameng Pemchom Lama inaugurated the training programme in the presence of Rinchin Nima, DO DDTH, Sonam Rinchin, DO DDTH and Dawa N. Gen. Secy. YUVA Arunachal.

The two week-long skill development training on knitting and carpet making saw large participation, especially from the womenfolk. Apart from youths of Bomdila, there were participants even from far-flung areas like Nafra and Kalaktang of West Kameng district.

"Such initiatives taken by the government is a big boost towards development of skills of unemployed youths of the state, mainly on the traditional form of skills which is dying in this modern age", said Dawa.

During the last month, training was given to 250 youths of the district on age-old technique of local paper making called ‘Mon-shug’ at Gomkelling village.

YUVA also offered 41 students from various schools a free course on basic computer education. Knitting, carpet making and envelope making were other such training provided to enhance skill development and encourage entrepreneurship amongst unemployed youths of the two districts.

 

 

Govt. notified quarry inaugurated in Likabali

ITANAGAR, Sept 3: A govt. notified private quarry, namely M/s Nyodu Taipodia & Sons Private Quarry was inaugurated in a simple function wherein Likabali SDO Tayom Bage, CO Topek Kakki, SDPO WD Thungon, AMDO Balem Tayeng, RFO Kenjum Membom and Likabali ZPM Mito Taipodia were present.

This is claimed to be the first govt. notified private quarry in Likabali since 1974.

The quarry was recommended in favour of M/s Nyodu Taipodia & Sons Private Quarry by Likabali SDO and AMDO before the Deputy Commissioner issued the final notification.

It was informed in the inauguration function by the SDO and AMDO that a self-styled village welfare committee was illegally involving in quarrying activities without giving any royalty to the government since 1974.

The owner of the quarry informed that it has paid Rs. 2,80,995 as royalty to the mining department within two month of its operation.

The local HGBs, GBs and ASMs also attended the programme.

 

 

Rs 192 cr released to prepare Smart City plan

New Delhi, Sept 3: Union Urban Development Ministry today sanctioned a sum of Rs 192 cr under Smart City Mission for 96 cities included in the ambitious project.

Each of the cities has been given Rs 2 cr for preparing Smart City plan.

"Rs 2 cr provided for each city is meant for preparation of city level Smart City Plans with the assistance of technical and hand holding agencies," said a senior UD Ministry official.

The city level plans are to be submitted to the Urban Development Ministry in the next three months for evaluation for selecting the top 20 rankers for extending financial support during the current financial year.

Government has announced the names of 98 cities including Union Territories of Delhi and Chandigarh to be developed as Smart Cities.

Funds for Delhi and Chandigarh will be sanctioned soon by the Home Ministry, he said.

One city each from Jammu & Kashmir and Uttar Pradesh are still to be identified for inclusion in the Smart City Mission.

Sanction Orders were issued to 38 smart city representatives from 11 states who attended the Regional Workshop here.

Government has earmarked Rs 48,000 Cr for the Smart City project and an equal amount is expected to be contributed by the respective state governments and urban local bodies to develop 100 Smart Cities across the country. PTI

Teachers should be held accountable

The poor performance of the government runs schools of Arunachal continues to be matter of deep concern. Over the years despite pumping in of the huge amount of money, the condition of the government schools of Arunachal has not improved much. Poor infrastructure along with constant absent of teachers is badly affecting the functioning of the govt. schools. Parliamentary Secretary for Education Bamang Felix recently raised an important issue in this regard.

During an interaction with government school teachers at Aalo, Felix stated that even though govt teachers are paid handsomely, the performance of students are quite poor. On the other hand private school teachers are paid meager salary but their students give much better performance. The observation made by Felix needs serious consideration. Teachers are considered next to the parents and if they fail to properly perform their duty, it not only put the life of students at stake but also that of the society. Education department should take urgent step in this regard. First and foremost, the selection process of teacher should be done without any political interference. Secondly teachers should be regularly made to attend the refresher courses. This will help to keep them updated with the latest teaching method. Government should strictly monitor the performance of the teachers. No civil society body, politician or individual should come for the defense of those teachers who are found guilty for the breach of conduct. They should be held accountable for the performance of their students. Unless such steps are taken, the performance of government schools will never improve.

Technical fields and distance education

Dear Editor,

Through your esteemed paper, I would like to draw the attention of the concerned authority regarding the anomalies of distance education for technical fields in Arunachal. The Secretary (Power), GoAP, issued office memorandum vide Memo No. PWRS/E-2593/2014/2499-504, Dtd. 26.08.2014 stating that Diploma or Degree or PG degree in Engineering through distance education is not recognized by the AICTE, IGNOU and DEC unless joint committee of AICTE, IGNOU and DEC recognizes the Diploma, Degree or PG and henceforth, state Govt. cannot recognize such degree produced by Govt. servant.

However, the Govt. of AP has already accepted such cases in the past and most of the engineers in Dept. of Power & Hydro-Power are enjoying such facilities.

Such Engineers do not have any quality both in technical line as well as language and on most of the occasions; they are responsible for the failure of the dept.

Since the above notification was advertised in the papers on 2010 by the All India Council for Technical Education, the Govt. of AP should also implement the same from 2010 and cancel all such degrees & PG degrees acquired through Distance education by the engineers in various departments. The Secretary (Power) is requested to deliver justice by modifying the above memorandum wherein it is stated to accept those cases acquired before August 2014 and to cancel all such cases as per the guidelines of the AICTE.

I also appeal all the degree holders, both employed & un-employed, to raise their concern on the issue for the betterment & quality of our engineering fraternity.

Where do we dispose garbage?

Dear Editor,

The Capital Administration recently converted Bank-Tinali bus stand to Police traffic control room which is an appreciable work.

As such, garbage dumped near it also got cleaned which is good for beautification of capital town. However, now the problems of the nearby dwellers are that where they throw the garbage as there is no place nearby for its disposal. The UD vehicles have disappeared since last many months. As a result, people are dumping their garbage here and there near the dwelling houses at night resulting in very un-hygienic atmosphere. It has also resulted as breeding places for mosquitoes which have posed health hazards.

For instance, unknown people have started dumping garbage in front of my rented house thereby creating very un-healthy atmosphere. Who is going to lift the garbage? Where do we dispose our garbage? UD department is to be blamed or the Municipality is to take the responsibility? If no-one is willing to take responsibilities then you don’t have the right to stop us from throwing garbage in the street.

It is my earnest request to the concerned authorities to make necessary arrangements for lifting the garbage on daily basis and designate places where it should be disposed.

Hope the Municipality authorities listen to the cry of the common people.

Indian Diaspora and economic initiatives

Dear Editor,

The Central Government must be complimented for winning the hearts of the Indian Diaspora in the US last year with the declaration of life time visas for the Non-Resident Indians holding People of Indian Origin (PIO) cards. This will certainly facilitate the connection and movement of the Indian Diaspora settled abroad in visiting and investing in India much easier and is a win-win situation for both Indian Diaspora as well as the nation at large. However, time has now come when the Indian Government needs to think about granting dual citizenship status to the Indian Diaspora from selected countries abroad. The starting point could be granting interested Non-Resident Indians applying for dual citizenship from the G7 countries to start with. If the approach runs good it could be extended to other countries in the near future.

Several western nations have this practice like those from the EU, as also in the US, Canada, Australia etc. This could not only better connect the Indian Diaspora settled abroad to their original homeland but also bring in more foreign exchange and investment for the nation too. It has the future potential of increasing tourist flow to India along with increased opportunities of tourism, medical treatment, education, cultural enrichment, foreign investments and employment. Highly skilled technological personnel and professors could be easily employed from overseas into Indian private and public sectors bringing fresh oxygen and intellect for the better future of the nation. The cross pollination of intellects and reverse bran drain to the country will help India to secure important global position in the near future. Furthermore, with huge natural resources, current peace initiatives, overall political stability and the new surge of infrastructural development in the economically neglected North East, the Indian Diaspora could be an important source of foreign investment in the region. Hopefully new economic initiatives and foreign investment from the Indian Diaspora across India including North East could bridge NRIs to the land much better both economically and socially.
